Why is the 'Toxic ship' cleared for dismantling, and not converted to a floating hotel or museum?

the blue lady was once the pride of france

Once the pride of France, the ocean liner Blue Lady have been cleared of its entry into a ship-breaking yard by experts appointed by an Indian court, despite strong protests from environmental groups.

Formerly the SS France and then the SS Norway, the liner is said to be containing 1,200 tonnes of asbestos and other toxic materials, which will only add toxicity to the ocean water – endangering marine lives.

Unhappy with the decision, the Indian Platform on Ship-breaking, an alliance of groups including Greenpeace and the Ban Asbestos Network says,

the dismantling should not be allowed to go ahead.

With tourism drawing in huge economy across the world, why has the Blue Lady not been converted into a floating hotel or a museum, instead of scrapping it off?
